Mr. Thomas has been a court administrator for 33 years. He has managed probate and juvenile courts in Ohio, and justice and municipal courts in Arizona. He has a Master’s Degree from the University of Notre Dame, is a Fellow of the Institute for Court Management and is a Certified Professional Administrator for the Mesa Municipal Court where he has led several innovative projects, including use of electronic monitoring for pre-trial release, piloting the Rule 11 competency process at the local level, and most recently the establishment of the first ‘Community Court’ in Arizona. Mr. Thomas is a member of the Supreme Court’s Committee on Mental Health and the Justice System.
